For my money, I'd say a high hair cream Shaving or removal of first would be my method of choice for both the economic aspect as well as ease of use and the prospect of permanence. Both can dramatically cut their hair removal routines, and will not be an enormous hole in your wallet at the same time. I would say that is a win-win situation!
