Best hair removal men chest and the pubic area?

My hair is very thick in the chest that goes to the bottom. Nair does not work and not Veet only MOSTLY works. I also know that not supposed to use chemical treatments "below the belt". I've tried shaving, but tend to Razor Burn While moisturize. My question is whether there is a better way (possibly growing, but it is too painful for my thick hair) or if there are any good techniques nobody else has used to avoid red bumps / Razor Burn in my soldiers when you use a razor?.
